Contaminative Uses Desk Study

Planning Requirements


As a result of past industrial uses, certain areas of land have the potential to be contaminated.

On 1st April 2000 a statutory regime came into force in England, aimed at providing an improved system for the identification and remediation of contaminated land referred to as “Part IIA”. read more

The primary role rests with Local Authorities who have a duty to identify, investigate and facilitate (i.e. require) its remediation when proven. This complements their roles as Planning Authorities.

The potential presence of contamination is therefore a key concern of Local Authorities when considering development proposals. Developers Architects, Engineers and Contractors have obligations to comply with environmental regulation at each step of the planning, design and construction process.

Planning guidance provided by the Government in PPS23 states that “the minimum requirement that should be provided by an applicant is the report of a desk study and site reconnaissance (walkover)”. read more

Phase 1 Contaminative Uses Desk Study & Walkover Survey

A Desk Study should be carried out for all sites prior to development. The aim of this report is to produce the preliminary conceptual model for the site, highlighting potential on site and off site sources of contamination and the sensitivity of the site to any such contamination and as such liabilities associated with a site. This is defined as a Phase I investigation under the Association of Geotechnical Specialists (AGS) Guidelines, or an Initial Investigation under the NHBC Standards 4.1 guidelines.
